Don't get harlequins, they'll get too big for your tank. The dwarf emeralds would be much better. ;)
If you go for badis then get a trio - one male, two females. I'm not sure how they'd react to the bigger minnows though as they do stay pretty small, but lovely fish.

If you get bottom feeders then you don't want all the food gone in 10 seconds as none will get down to them (I keep guppies and panda corys together)!
A minute is a good guide, but you do want it gone quickly to stop the problems that Martin mentions.

Don't use grit if you're going to have bottom feeders, it will cut their mouths and barbels.

Welcome to the forum. :) Also agree with Martin. :) Water change if you see any ammonia or nitrite. Seachem Prime is a water conditioner that will help neutralize ammonia and nitrite to a point, use it with every water change anyway, it runs out the cheapest as you have to use so little. Water changes are the cheapest way to dilute the tannins, carbon does help a little but it's so much more expensive..... ;)

The planaria must have come in on plants. It's very difficult with shrimp to get rid of them. If you have to treat plants then the copper treatments will kill the fish so you have to quarantine the plants for weeks after treatment with many water changes and running carbon to try and lower the amoun...
