I brought a 20 litre Aquarium and have the Temp set at 76F / 24c and doubled checked with a digital thermometer besides the one in the tank...is this heat enough?

As I've read up on them and where I've read it says between 70F - 80F

I'd actually keep neons a bit cooler than that at around 22C, that's far more average for them than the higher points of the temperature range. ;)

Well I do have the rads on in the home and the tanks on a shelf on a tall unit and sometimes it drops to 74 and then back to 76F

It rises because of the lights mainly, just lower the thermostat on the heater to 22C. ;)

Is that the recommended setting ?

I realise it’s warmer here and will need to adjust in summer months, although we do have a/c

Well they need it between 70-80F and I've adjusted the heater to 23 and it's now showing 74F...I had the torch on it ROFL

They don't need it between those temps, that's the range in the wild, the average temp is around 22C.
If you can't keep the heat down look at cardinals instead, they prefer it warmer. ;)
