That ammonia looks more like 4ppm than 2ppm - are you allowing for substrate and decoration when working out the volume?

So 20Gal Long would be about 75 x 30 x 30 (2.5'x1'x1'). Assume 2.5cm of sand, a couple of pieces of bogwood and similar decor and an air gap at the top and I reckon you could have as little as 55 Litres in the tank.
From 0ppm ammonia
For Industrial ammonia at 35.6% 7 drops (0.3ml) will get you 2ppm.
For High Strength ammonia at 25% 9 drops (0.4ml) will get you 2ppm.
For Normal Strength ammonia at 10% 22drops (1.1ml) will get you 2ppm.
For the other common ammonia at 9.5% 24 drops (1.2ml) will get you 2ppm.
For "house safe" ammonia at 9% 25 drops (1.2ml) gives 2ppm.
For low strength ammonia at 5% 44 drops (2.2ml) would give 2ppm.

What @SPACKlick said.
I just say take off 15%-20% depending on what you do have in there, and assuming you can't fill right to the top (there's usually about an inch left when the tank is "full")

I would assume it's 9.5%.
Oh and fill it more than that......
Is the filter hidden by the reflection?
