Just based on those pics he looks a little like a golden White Cloud Mountain Minnow but he is bigger than that, no?

Harlequin - as in rasbora? Then it could be a WCM minnow... its the red fins and white tips, which are quite striking.

Been googling golden orfe pics, too, but haven't found anything that matches...

Perhaps your betta tank needs to wait and you need to set up a temperate tank, river-style, and get little Eli some company of his own kind ::thumbu::
