Panda corys would be the smallest, but they won't take the temp long-term, you'll need bigger ones like sterbai.
My last betta chewed the dorsals on the rabauti though, ate pygmeus, killed anything else except the fan-feeder (Asian) shrimp, so it's hard to tell.
